For example, when two students are selected for admission to the same school, it is likely that they will share the first eight characters of their lottery number. This probability is roughly 50%. The number of students that share the same first eight characters is a function of the p-to-N ratio.

The NYC Department of Education (DOE) uses a lottery to assign students to schools. However, the DOE is reluctant to disclose any information about the process of creating lottery numbers. Instead, a researcher crowdsourced data from families about their lottery numbers. He found that the number of lottery numbers that are matched to school seats is a function of the number of applicants. Using a single lottery number for all schools increases the chances of students being assigned to their top choice.

If the lottery numbers are created based on the number of applicants, then the chances of a student being assigned to his or her preferred school are lower. This is because a student who has a good lottery number must have a lower chance of being assigned to his or her preferred school. However, mathematicians disagree with this argument. There are several studies that demonstrate that the odds of being assigned to a school are not negatively impacted by a single lottery number.

The DOE’s lottery numbers follow the same uniform distribution as the citywide pool. The first number drawn has a 1 in 49 chance of matching. The second number has a 1 in 48 chance of matching. The numbers are then compared left to right in increasing order.
